Description:
Rrr.rrrr - Rate Factor; the normalizing value (in nanoseconds) for rate when calculating the
next dynamic gain.
Oooo - Offset Factor; the normalizing value (in nanoseconds) for offset (TI) when calculating
the next dynamic gain.
