I have a white outdoor 10 hp snowblower with steer...

I have a white outdoor 10 hp snowblower with steerable drives I replaced the drive belt and inspected the drive disc and friction wheel they appear ok the wheels turn when I raise them off the ground but bairly move the snowblower only in high gear what do you think is wrong
