Weed eater VIP model #HD3K4E9- can't get it to cra...

Weed eater VIP model #HD3K4E9- can't get it to crank. Has gas, oil is fine, new belts, battery is good. Doesn't seem to even be initiating..... In neutral, brake depressed, blades disengaged..... Help.
