Need manual for model 961140007 17. Tiny springs ...

Need manual for model 961140007 17. Tiny springs disconnected under air filter. I don't know how to reconnect. Someone monkey rigged tiny wire that broke and I don't know how to fix. Mower runs for a while then dies out. Engine roars so I think throttle is open too much. I'm a lady trying to fix with no male around to ask.
