My Weed Eater riding mower will not start. The ba...

My Weed Eater riding mower will not start. The battery has a full charge. The oil is @ full mark, the fuel is sufficient too, but the motor makes a grind & chatter sound. Also the spark plug gap & firing seems good. Can you help me solve why the mower won"t start.
