shaft stopped rotating killing the engine Pull cord runs...

shaft stopped rotating, killing the engine. Pull cord runs out a foot and then stops. Electric starter won' even get one turn on my weedwhacker. fresh gas, fresh oil, clean filter. trying to figure out how to fix.
