adjusting the govener on a Trot-bilt Pony Tiller, ...

adjusting the govener on a Trot-bilt Pony Tiller, Engine 5 HP B&S model 130292, type 3220-01, tiller runs for a couple of minutes then govenor goes crazy and engine quits. Note when it does run it is not a a high speed.
