how to start pressure washer - engine settings...

Can't find out how to set knobs on pressure washer and choke - all engine settings.

0 purchased this pressure washer from Lowes . I purchased it 1 year ago. had a very hard time getting it started but finally did. only used that one time. Drained all fuel after using it one time. Now I can't get it started at all. what is the trick to getting this thing to run.
