what is the purpose of the deck brake assembly on ...

what is the purpose of the deck brake assembly on a lawn tractor also, when putting the unit into gear and/or engaging the blades the engine loses power. It doesn't shut off but it does slow way down. I have done a tune-up and replaced all the drive belts.
