I have a 2004 Troy Bilt Pony 17.5hp riding mower. This mower started turning over sluggishly recently. I replaced the solenoid and battery. Still sluggish. Now I do not even hear the solenoid click. I can use jumper cables from the battery to the starter and it will turn over easily but does not run. I can also turn the crank easily by hand and feel proper compression. Maybe keyswitch or saftey switch somewhere? Battery, solenoid, cables/terminals are all good.

1 I have a 17.5 HP Troy-Built Pedal Drive Lawn Tractor purchased in Mar 2002. Approx 2 years ago the same symptoms started occuring and the same attempts to remedy were unsuccessful. I have discovered that if I hold the brake pedal fully forward (forcefully) with my foot and pull the PTO lever forcefully toward me while slowly turning the key to the start position the starter will engage and turn the engine to start. The problem appears to be caused by the position of the PTO lever while attempting to crank, even if it is in the normal unengaged position.
