Troy-Bilt 21" self-propelled mower / Briggs&Stratt...

Troy-Bilt 21" self-propelled mower / Briggs&Stratton 675 series was in the middle of mowing the lawn, mower stopped I cannot pull starter pulley. I cleaned out from under the mower not alot of build up. Underside parts are a bit rusted blades are dull. How do I fix it???
