PTO WILL NOT ENGAGE BLADES...

WHEN I SHIFT THE PTO UP TO ENGAGE, IT WILL NOT GET THE BLADES TO WORK.

0 I have a troy-blit pony...I can't get the pto to engage the blades...any advise on how to fix this problem..thanks!!!
