I just bought a 21 in. used Troy Bilt Series 650 lawn mower mulcher, rear bag. It doesn't cut well or low. Wheels are set at lowest setting, put on new blade, and still doesn't cut well. Grass is too high and it misses lots, uneven. Help! Thanks
