I Have a 21" self-propelled {front wheel] I change...

I Have a 21" self-propelled {front wheel] I changed the blade, now my self-propeled does not operate. I looked and the belt is still on, but seems lose. When you try to engage the self-propel, the drive bos moves foward, but the belt is still loose. I tried to adjust the travel on the control, but still nothing. HELP PLEASE!!!!!!
