Assuming PTO will not allow engine to turn, getting 12 volts from battery to starting solenoid and only 5 volts from solenoid to the starter. Brand new battery and solenoid and have checked grounds. If it is the the PTO whats the next step in getting it to disengage so the mower will crank?
