I have a troy 4 cycle cultivator that will not start. I have cleaned the oil, emptied the gas and began with new, changed the spark plug, cleaned the muffler and adjusted the rocker arms. The rope pulls too easily and there is some oil leakage under the crank case. Any suggestions.
