I have an 8 hp toro snow blower but the chute will...

I have an 8 hp toro snow blower but the chute will not adjust to allow me to lower the direction of the chute so it shoots the snow straight up. There is a wire in side of the chute that seems to do nothing can I replace this and is it needed.
