how is the idle speed adjusted on a snapper s31sst...

how is the idle speed adjusted on a snapper s31sst. It cranks with the choke fully open but shuts off when trying to close the choke. It idles with the choke fully open but it is not a smooth idle. Help Thanks in advance. Curtis
