SNAPPER PRO SP360 PULL CORD WILL NOT PULL

for Snapper Lawn Mower COMMERCIAL WALK-BEHIND

Can anyone help me I have a snapper sp360. It had to much oil in it. I drained the oil then blew air through the dip stick spout to clear any sludge. Now the pull cord will not pull. can anyone please point me in the right direction? Thanks for your help

    Remove spark plug,now pull cord.
