My deck won't engage. I bought my Snapper LT160H4...

My deck won't engage. I bought my Snapper LT160H42CBV, used, and got it home. It worked great on tall grass, but when I cut the grass on a low level the deck would no longer engage. Prior to this the deck was hesitating a bit.
