trying to start mower have rear dif. in neutral ,h...

trying to start mower have rear dif. in neutral ,have blades in neutral, have new battery,w/power to all ele.turn key,nothing.although i have rear def release leaver in pull back & up position (neutral) the rear wheels are not moving freely.forward/revers drive handle is also in neutral w/green neutral light on dash lit.
