My Craftsman 21" Mulcher mower starts when I spray...

My Craftsman 21" Mulcher mower starts when I spray starter fluid in the carburetor then die out? I read that the whole carburetor needs to be cleaned out due to gasoline sat in the mower tank till it dried out. Appears to be rust in the float bowl so it probably has it in the jet needle preventing gasoline through?
