Have a craftsman eager-1 lawnmower model 917-38359...

Have a craftsman eager-1 lawnmower model 917-383590.... has not been run in 6-7 years. Put on a new air filter, new spark plug, changed oil, fresh gas - but still won't start. What else should I be doing?
