fuel pump?...

im having problems with to much gas being pushed into my carb and was wondering if my tractor has a fuel pump

0 I am guessing from your post that your carburetor is leaking fuel from its venturi. This is not because the fuel is being pumped in at too high a rate (it might not even be pumped, it could be a gravity fed system), it's because your carburetor float is probably in need of replacement. You may also need a new needle and seat.
