What keeps the blades engaged on a scotts s2046 mo...

What keeps the blades engaged on a scotts s2046 mower?? My pto lever will rotate from one side of the steering wheel to the other with no detent or any thing to keep the blades going unless I hold the leaver half way and don't let go unless I want the blades to stop
