The pull cord broke on my pouland pro 625 22" mowe...

The pull cord broke on my pouland pro 625 22" mower. I bought this used and the starter switch never did work. Now the pull cord doesn't work so I can't start it. It looks like the puller mechanism is rivited in. What would you suggest?
