Putting the clutch back on

for Poulan Trimmer GHT 225

I have replaced the ignition module on my hedge trimmer and am trying to put the clutch back on. There is a washer next to the clutch and I can't remember if this goes below the clutch on the axle. Also, what do you do to tighten the clutch?
