Some models do not have a clutch and are direct drive, which means they constantly turn. If yours has a centrifical clutch inside, then it is probable the engine idle is too high. On the side of the engine cover is a small hole to stick a tiny screwdriver in to turn the engine idle down enough to release the clutch engagement. Jim

The problem does not appear to be related to the idle. The head turns when I pull the starter rope. The clutch must be stuck in the off position. Is there a way to free it up?

Not without taking it all apart to inspect for binding or broken pieces. Several torx screws then pull the shaft and cover off the unit. A long torx driver is needed to get to the cltuch drum screw down inside the cable drive nose on the drum. Use something soft to lock the flywheel from turning so you can get that screw loose, then the drum bell comes off to see the clutch guts. Jim
