Pentair MiniMax CH Millivolt heater won't heat

for Pentair Swimming Pool Heater MiniMax CH

I have a MiniMax CH millivolt heater that won't heat. Pilot light is burning. I shorted the hi-limit, safety shut-off, pressure switch and thermal cut-off. I then tried shorting the sensor leads at the thermostat board and I tried shorting the potentiometer temp adjustments at the thermostat board, but nothing. I did notice a red led on the thermostat board blinking. Do I need to replace the thermostat board?
