Throttle Problems

for Cub Cadet Lawn Mower 1811

For some reason the throttle on my Cub Cadet 1811 is not working right. It will start but then the engine will start racing. You have to hurry and place the throttel in the idle position and even then you have to push the governor or some part of the carberateur to get the engine to slow down. Then once you put the throttle up just a little bit the engine races higher than full throttel used to be. Like way higher. I feel like a spring is missing or something.
