Replaced battery, still will not crank...can hear…

for Toro Lawn Mower LX500

Replaced battery, still will not crank...can hear click, click sound but engine does not turn over. Wondering if the starter is gone? Checked PTO still no luck. Any suggestions. my model # is 13AP60RP744, the LX500 Tractor. If a starter is the problem, options.
