PTO Switch blows 20amp main fuse.

for Cub Cadet Lawn Mower 01008371 15HP Z-Force 44

after about 30 seconds of PTO switch being turned on, The amp meter shoots to negative 20, the 20 amp main fuse blows then the amp meter reads 0 to +5 amps.The PTO disengages but the engine keeps running fine. What is causing the fuse to blow? Any help would be greatly appreciated.
