On my Cub Cadet LT1042 the mower deck will not…

for Cub Cadet Lawn Mower LT1042

On my Cub Cadet LT1042 the mower deck will not engage. I found a wiring diagram online and the blue/white pair that goes to the PTO actually goes to a plastic "fuse" box?? it looks like the wires from that box are broken. can I fix this or do we need a service place?
