BROKEN ROPE PULL START

for Yard Machines Cultivator 2- Cycle Gas Cultivator

How do i get into the pulley to replace the rope? i have tried from both ends and can't get past the clutch or the engine side either. do i need a puller to remove the clutch? thanks
