How do I test to determine if my Craftsman 46cc 20...

How do I test to determine if my Craftsman 46cc 20" bar chainsaw is out of time? I am getting blue fire from the spark plug, ample gas and air from the carb, good compression but it it will not start. It shows no sign of trying to ignite. The fuel goes into the muffler.
