Question About MTD Tiller 21a-400-190 RB 530
tines don't turn...

I have an RB 530 rear tiller. Engine runs well Forward and reverse work, but forward with tines engaged doesn't work. The belt looks like it is okay. As far as I can tell, all the pins are in place. I have not opened the gear box.
