MTD rototiller will not go into gear but it will go into reverse just not drive

0 The tiller runs great, goes in forward and reverse, but the tines won't turn. I completely disassembled it all the way to the gearbox and everything looks to be in working order. All the gears look in good working order. What could make this tillers tines not engage?
