Question About MTD Snow Blower 60-3754-4
running at high throttle...

When I start up the engine it runs at high speed and won't allow me to lower the rpm's. The throttle will shut the engine off though. Could it be a missing governor link or one that's out of place? I don't see a link with a spring on it if that's the one that's missing.
