surging engine...

MTD with a Briggs & Stratton Model #10H902, Type 0285-E1. MTD Model #11A-414-E700. Engine is surging, hunting for a steady speed. Governor problem??? Can I adjust or do I need to change the spring? Thank you!

3 the problem is you carburator need to be cleaned or replaced it is not a govenor problem but a fuel supply problem
