How do you get it to start? I have put oil in it,...

How do you get it to start? I have put oil in it, gas in it, there is no primer but yet the cord will not budge. Bought it last night so spark plugs and everything should be fine.

1 I already have the manual, it doesn't tell you why the cord won't move and it's not listed in the troubleshooting section.
