mower runs only with the choke fully on. It has a manual choke but the mower will not run unless choke is pulled all the way out closing the butterfly.

4 I've seen two things that would cause this problem: first, check that the mounting bolts for the carb are tight and the gasket behind it is still intact. If the carb is loose, it will "suck" air around the manifold causing improper air fuel mixture, which is why you would have to run it with the choke fully engaged. Second, make sure that the carb and fuel lines haven't varnished. When gas gets really old, it turns into this gooey stuff that will clog up fuel lines, carb ports etc. etc. Hope this helps.
