engine will not run smoothly unless choke is pulled out about 1/4 of the way. I have replaced the governor spring, rebuilt the fuel pump on the front of the carburetor and disassembled the carburetor completely and checked for dirt. Still having the same problem of the engine running unevenly. It surges and then slows down. Not getting enough power.
