How to get wheels off of axel. There were bolts go...

How to get wheels off of axel. There were bolts going through the axel to hold the wheels on ,but when I took the bolts out ,I still could not get the wheels off. The valve stems on tires are facing inward which makes them very hard to put air in tires. One tire is real bad and I haven't been able to get the wheels off of axel.

0 The only thing holding on the tires is (1) through bolt & nut - there is most likely some corrosion or rust making it hard to TWIST as you PULL the wheel off the axle use some BLASTER penetrating oil to help you as you TWIST the wheel as you pull if off - this will work!!!
