McCulloch MT 780 Weed-eater...

Engine can't start. Good Spark, new Cab. Is there a way to set the timing in this engine?

0 Trimmer model MT725 .. 1) failed to start, replaced spark plug noting that engine probably flooded .. ? how to (presumably) reduce flooding? .......... 2) with repeated pulling rope, now rope doesn't retract fully .. ? How to access (presumably) recoil pulley assembly to (presumably) to reset rope in devise? Thanks for any help ... Jim
