Can't get it started. Battery and fuel are fine. ...

Can't get it started. Battery and fuel are fine. It cranks but won't turn over. Brake is locked. Deck is up and locked. Choke is on. I have lost the owners manual and don't know what I am doing wrong. Any ideas?
