My chain saw is hard to start then very little pow...

My chain saw is hard to start then very little power. I suspect the diaphragm in the carburettor. Do you agree and if so where can I get another in the UK. It looks OK but can't think of anything else. It isCSP3314. S/N 0707009530. Thank you. Brian
