I think a safety switch is stopping the engine from turning over. Don't know which one?

1 Did you get any help on this? I just replaced the battery on my Cub Cadet 2146 thinking that was the problem. Now it does nothing when I turn the key. I replaced the fuses in case, but the headlights are coming on--just no crank or other noise when I turn the key.

0 I jumped the started direct today, and it clicks but won't turn over. Is there a hydrostatic lock for the transmission that might lock down the engine? Is there a neutral safety switch?

0 Let me explain what I've done- first, the battery is fully charged, all the fuses are good, I've made sure the seat safety switch is jumped, I don't see any switch for the deck, and the PTO swithc works just fine. I jumped the starter and the starter clunked. Before I remove the entire engine shroud to take it off and bench test it, what is the 2nd 25 amp fuse for? It has no voltage going through it. There are two, one is hot, and the other isn't, even with the PTO on (testing for current), or the start switch in the "start" position.
