Why does the belt on my cub cadet "The Enforcer" ...

Why does the belt on my cub cadet "The Enforcer" 54" lawn mower keep coming off? It is the belt from the engine to the deck. I have replaced the smaller tension pulley and still the belt keeps coming off. It look like the clutch pulley at engine is maybe too low? But something has slipped over time to cause this issue. Thank you
