Question About Cub Cadet Lawn Mower 1730
noisy pulley...

if i take battery out there is a plastic fan and in front of that is a pulley don't know why but pulley is very loud .Is there a way too tighten or can someone tell me what this pulley for?any help appreciated thank you a head of time.
