Question About Craftsman Tiller 917299691
installing belt, unlocking rear tires...

i want to make sure i installed a new belt properly. i also can not get the rear tires to unlock since the original belt came off. new belt seems to be installed correctly, but it is loose. i want to know if the loose belt and locked wheels are related.
